I think it's about that but also a warning to drivers who are speeding in general. Lots of folks walking in the streets up in this entire area due to no sidewalks in many places. So it is a win win I think for people of all ages. I don't mind it myself. I never speed anyway. I hate speeding tickets. I have only had two in my entire long long life. Once was here so long ago when Seat Belts were first being really enforced. I was going 35 in a 25 and an Edmonds Policeman (he was a man) on a motorcycle. He stopped me and I didn't have my seatbelt on either. SO he gave me a reduced ticket but I had to go to Seat Belt class. I did. He was there...looking fine in his long leather boots and well I never after seeing those films of accidents and learning went without my seat belt again. I also didn't speed. I haven't had another ticket! I still do a full stop at stop signs too and I use my signal even in my own driveway haha. I believe in deterrents. XO
