It is a common misconception that rights-of-way are owned by municipalities. The general rule is that the abutting property owner owns the fee title and that the City of Edmonds has a non-possessory interest. History shows a fee title owner has sold her property interest to a neighbor while the property was burdened by a City of Edmonds right-of-way easement.
