Steateries: Can you amend an ordinance that isn't in effect as law? | Letter to the Editor

City of Edmonds Zoning law (ECDC 16.43.040) establishes Operating Restrictions in the BD, Downtown Business Zone. All uses in the BD Zone shall be carried on entirely within a completely enclosed building. "Shall" means it is mandatory.

Edmonds City Council has established nine exceptions to this Zoning law. One exception, for example, is the exception allowing use of public right-of-way (public sidewalks) for Bistro and Outdoor Dining.
